In comparison to car crashes in general, traffic accidents involving trucks are more severe. Statistics show trucks were responsible for 28,250 collisions killing 1,073 persons in 2014. The fatality rate in truck crashes was nearly twice that of other vehicles at 3.8% to 2.1%, respectively. In particular, commercial trucks cause more collisions due to their greater weight and longer driving distances. Statistics showed commercial trucks caused 192.1 accidents while non-commercial trucks caused 71.2 accidents per ten thousand vehicles in 2014. In response, more effective and efficient preventive measures must be developed to enhance the road safety of commercial trucks. The objective of this study is to propose plans aimed at reducing traffic accidents caused by commercial trucks. This research examines the characteristics of said vehicular accidents and then analyzes their causes in regards to the driving behavior of commercial truckers as well as structural characteristics of the trucking industry in Korea. Overloading, exhaustion, speeding, decrepit vehicles, and drivers’ age are a majority of the factors that lead to accidents committed by commercial trucks. These factors are related to the structural characteristics of the trucking industry via small business, excessive competition, complicated transaction structure, and Ji-ip, a form of consignment management. This study recommends eight major agendas to develop as preventive measures in reducing traffic accidents by commercial trucks. These agenda include diversifying driving aptitude tests, redesigning driver’s training programs, strengthening vehicle inspections, required installation of reflectors, hours-of-service monitoring, overloaded vehicle enforcement, introducing permanent roadside inspections, and regular safety monitoring for transportation companies. Each agenda underwent evaluation to determine priority so significant reforms are completed in the short term, while lower priorities occur over the longer term.
