Yurtdışı Müteahhitlik Ve Teknik Müşavirlik Firmalarına Verilen Devlet Teşviklerinin Firmalar Üzerindeki Etkisinin Araştırılmasına Yönelik Bir Çalışma

Bu calismanin amaci yurtdisi muteahhitlik ve teknik musavirlik firmalarina verilen devlet tesviklerinin etkisini belirlemek ve teknik musavirlik hizmetleri sektorunun dunyada ve Turkiye ozelinde incelenmesiyle, Turk teknik musavirlik hizmetleri sektorunun gelismesine yonelik oneriler sunmaktir. Bu tez calismasina, teknik musavirlik hizmetlerinin gerek uluslararasi literaturde yer alan tanimlari gerekse Turkiye’de ifade ettigi anlam ve kapsaminin arastirilmasiyla baslanmis, muteahhitlik hizmetleri ile olan iliskisi aciklanmistir. Ayrica dunyada teknik musavirlik hizmetleri sektorunun genel durumu da incelenmis, uluslararasi mevzuatin sektor uzerindeki etkileri de ayrica irdelenmistir. Ardindan Turkiye’de insaat sektorunun genel durumu analiz edilmistir. Turk teknik musavirlik hizmetleri sektorunun analiz edilmesinde eldeki verilere ilave olarak dogrudan sektor temsilcilerinden gorusler alinmak uzere anket calismasi yurutulmustur. Sonucta Turk teknik musavirlik hizmetleri sektorunu uluslararasi rakipleriyle kiyaslama imkâni bulunmus, bu sayede hem sektorun gelisimine hem de devlet yardimlarinin etkinligini arttirmaya yonelik oneriler uzerine degerlendirmelerde bulunulmustur.  Tesvik alan 41 firma uzerinde yapilan alan arastirmasi sonucunda firmalarin genel olarak uluslararasi tecrubeye sahip oldugu; rekabet uzerinde en onemli 5 destegin seminer ve konferanslara katilim, proje ve yurtdisi fuarlara katilim destegi, yurtdisi ofis destegi, reklam, tanitim ve pazarlama destegi oldugu gorulmektedir. Bolgesel ve siyasi gelismelerin is yasamina etkisi ve ekonomik konjonkturdeki belirsizlik algisi firmalar icin en onemli sorunlardir. Tesviklerin sektor uzerinde etkili olmasi icin desteklerin sektor ihtiyaclarina uygun hale getirilmesi ve yeni tesvik turlerinin olusturulmasi gerekmektedir. Anahtar sozcukler: Yurtdisi muteahhitlik, Teknik musavirlik, Devlet tesvikleri, Insaat Sektoru, Insaat Sektorunun Sorunlari Abstract: The aim of this study is to determine the effect of government incentives given to contracting and technical consultancy firms and technical consultancy services industry by examining the world and Turkey in particular, to provide recommendations for the improvement of Turkish technical consulting services sector. In this thesis work, the need for technical consultancy services in international literature as well as in Turkey defined by investigating the meaning and scope of that statement, and its relationship with contracting services is described. In addition, the general situation of the technical consultancy services sector in the world has been examined and the effects of international legislation on the sector have also been examined. Then the overall situation of the construction sector in Turkey is analyzed. In order to analyze the Turkish technical consultancy services sector, in addition to the available data, a survey was conducted to obtain opinions directly from the sector representatives. As a result, Turkish technical consultancy services sector has been able to compare with its international rivals, thus making evaluations on both the development of the sector and suggestions to increase the effectiveness of the state aid. As a result of the field research conducted on 41 companies which have received incentives, the firms have international experience in general; the most important 5 support on competition is participation in seminars and conferences, support for project and participation in overseas fairs, overseas office support, advertising, promotion and marketing support. The impact of regional and political developments on business life and the perception of uncertainty in economic conjuncture are the most important problems for the firms. In order for the incentives to be effective on the sector, the incentives should be adapted to the needs of the sector and new types of incentives should be created.
