This research analyzes theoretically the elements of planning that affect the development profits, in effort to redefine the roles of the developing parties in the housing redevelopment projects. To do this, elements of planning associated with development profits were first identified through precedent research, collected data as well as the contents of the plan for management and disposal. Then basic analysis, correlation analysis, T-Test, and analysis of variance were executed to single out those with high interrelationship with development profits, with which multiple regression analysis was implemented. The result illustrates that the gross development profit and the profit of the members of the development association are affected by degree of private land ownership, infrastructure liability, housing price, construction cost and difference in purchasing cost of government and public-owned lands, whereas the development profit of the public sector depends on infrastructure liability, purchasing cost of government and public-owned lands, and etc. To ensure uninterrupted implementation of housing redevelopment projects, the public sector will need to utilize infrastructure and FAR incentive policies and to provide government and public-owned lands at reasonable prices, making simultaneously policy reformations such as adjustment of requirements for development association membership and liberalization of sales price. In addition, analysis of valid elements of planning can be applied to the process of assuring business profitability and policy making. This research is an initial attempt at discovering the interrelationship between development profits and elements of project planning, which will contribute significantly to establishment of policies and plans for housing redevelopment projects.
