PROBLEM TO BE SOLVED: To provide a heat-insulation foundation structure wherein the top end surface of the foundation and the top end surface of the plate-shaped insulating material are positioned flush, an execution method of the heat-insulation foundation structure, and a wire cutting device advantageously used for constructing the heat-insulation foundation structure. SOLUTION: The heat-insulation foundation structure is cut by the wire 5 so that the top end surface 4 of the insulating material 3 becomes flush with or slightly higher than the top end surface 2 of the foundation 1. In the execution method, a heat-insulating plate 3 is attached to the side of the foundation 1 so that the top surface 3a becomes higher than the top end surface 2 of the foundation 1. Then the part of the heat-insulating plate 3 which is higher than the top end surface 2 is cut by the wire 5 so that the cutting surface becomes flush with or slightly higher than the top end surface 2.
