The article substantiates that effective personnel management requires a holistic, integrated assessment, which combines theoretical conclusions with the practical side. After examining the methods of personnel evaluation, indicators were identified, which were grouped into the following blocks: personnel selection; staff qualifications; staff efficiency; staff motivation; creation of working conditions; information support and staff development and training. Based on the method of analysis of hierarchies T. Saati weighed groups of indicators. When applying expert assessments, a matrix of comparison of the relative importance of function indicators is formed. The assessment of the degree of agreement of the experts was carried out according to the Kendall correlation coefficient (concordance coefficient). To interpret the obtained values of the integrated indicator of personnel management efficiency, an evaluation scale based on the Harrington scale was developed. The calculation of the integrated indicator of personnel management for the electric power enterprise is carried out, as a result of which the "weak" indicators of personnel management functions are determined, which allowed to determine the directions of adjustment of the personnel policy of the enterprise.
