The actual condition of the odor measurement in Japan

Since the Tokyo Metropolitan Government had introduced the olfactory measurement to bylaw in 1977, olfactory measurement has been adopted to the regulation in many local governments. As the number of odor measurement increased in each place, the matter of quality control was argued, and major opinion was that quality assurance of measurement operator was the most important. Therefore Japan Association on Odor Environment (JAOE) carried out the original training program of the measurement operator from 1988. Furthermore, JAOE carried out certified odor measurement businesses system to register a company satisfying a registration standard in 1994. The 1995 Amendment to the Law introduced olfactory measurement using "triangular odor bag method" and obliged local government to contract with certified operators when they commission olfactory measurement. The Ministry of Environment published a manual of quality control on olfactory measurement and a manual of safety assurance of olfactory measurement in 2002. JAOE started recommendation system of equipment parts olfactory measurement to strengthen the system of quality control from 2006.
