In his article, "Legal and Moral Responsibilities of Water Utility Management" (June 1962 Journal), Murdoch draws a fine line between the legal responsibilities of the water works and the moral responsibilities of management. He stated that, in these respects, there is no difference in the responsibilities of municipally owned water works and stockholder-owned water companies. The statement might be doubted if it were judged by the reaction of the two types of companies to consumer complaints, but the responsibility is nevertheless real. There
