Capital Investments in Agriculture and the Calculation of their Effectiveness

The January 1961 Plenary Meeting of the Central Committee of the CPSU stressed the inseparable tie between the development of agriculture and the accomplishment of the general task — the building of a thriving socialist economy. The need for this development follows from the programmatic propositions of Marxism-Leninism on the tremendous role of agricultural production and is an important requisite for the building of a communist society. Of primary importance for the advance of agriculture is the acceleration of the growth rates of its material and technical basis and a qualitative improvement in the collective and state farms, the expanded reproduction of their fixed assets on a new technical foundation.
