The report arises from the request of the Universidad de Concepcion del Uruguay's authorities to plan a device that regulates the diffusion and loan of the intellectual work and investigation made within the institution. It was observed that previous to this design it was necessary that the University design information policies which make possible to implement this service. It was weighed, both at national and international level, the tendency of the Universities to propitiate the diffusion of their intellectual work and investigation to the academic and scientific community, not only make themselves known (the universities) but fundamentally as a resource necessary to increase this work. It came evident that the lack of diffussion goes against the advance of science and the growth of the academic institutions. It was taken into account for a possible work agenda,some aspects related with academic, legal and library matters. Most of the information was obtained from the consultation to colleagues through lists of virtual communities of librarians.
