Is Vaccination an Issue for a Public and Contradictory Debate? The Parliamentary Report about the Vaccination Policy, an Unprecedented Polyphonic Text

2017
Vaccines and vaccination are political objects. They are both the subject of a major public health policy and a controversial issue. They are currently being discussed in some heterogeneous arenas, more or less public or confined. This paper deals with an institutional report about vaccination policy, published in France in January 2016 and which can be regarded as an ordinary tool of public action. It will put the emphasis on the fact that this report is actually an unprecedented polyphonic text, due to its agonistic contents and to the publicity of debates until then restricted to the arcana of institutions.
