The present invention discloses an organic electroluminescent device, comprising successively laminating a conductive anode, a hole-doped layer, a light emitting layer, electron transport layer, an electron injection layer and a cathode, the material of the hole-doped layer is a surface coating metal oxide coated zinc oxide particles. The present invention also discloses a method of making an organic electroluminescent device. The present invention is a hole-doped layer having both hole injecting capability and hole transporting capability has, can improve the probability of recombination of electrons and holes, while improving the luminous efficiency of the organic electroluminescent device.
