The invention discloses high-strength refractory anti-seismic structure steel which comprises the following components in percentage by weight: 0.04-0.09 percent of C, 0.18-0.52 percent of Si, 1.50-1.70 percent of Mn, less than or equal to 0.015 percent of P, less than or equal to 0.010 percent of S, 0.045-0.07 percent of Nb, 0.015-0.03 percent of Ti, 0.025-0.06 percent of Als, 0.3-0.45 percent of Cr, 0.1-0.2 percent of Mo, 0.05-0.2 percent of W, 0.2-0.45 percent of Cu or 0.15-0.25 percent of Ni, wherein one or several components are added, and when multiple components are added, Cu/3Ni is more than or equal to 0.32 and less than or equal to 0.84. The production method comprises the following steps: smelting and casting to form a blank; heating the casting blank and performing conventional temperature preservation; performing rough rolling; performing finish rolling; performing laminar cooling; and naturally cooling to room temperature. The goods are delivered in a thermo-mechanical control process (TMCP) state, a complex heat treatment process is not needed, the yield strength is more than or equal to 580MPa, the tensile strength is 710-830MPa, the elongation rate A is more than or equal to 25 percent, KV2 at the temperature of 20 DEG C below zero is more than or equal to 180J, the yield ratio is less than 0.8, and the high-strength refractory anti-seismic structure steel can be widely applied to high-rise and super high-rise constructional engineering steel structures with high strength and anti-seismic property.
