The invention discloses a high-temperature resistant tempered heavy plate with low susceptibility to welding crack and a production method thereof. The heavy plate comprises the following chemical compositions in percentage by weight: 0.08 to 0.11 percent of C, 0.15 to 0.40 percent of Si, 1.20 to 1.75 percent of Mn, less than or equal to 0.020 percent of P, less than or equal to 0.006 percent of S, 0.20 to 0.45 percent of Ni, 0.15 to 0.30 percent of Cr, 0.20 to 0.40 percent of Mo, 0.10 to 0.30 percent of Cu, 0.03 to 0.06 percent of V, 0.04 to 0.06 percent of Nb, 0.025 to 0.035 percent of Als,0.015 to 0.025 percent of Ti and the balance of iron and inevitable impurities; and the chemical compositions meet a condition that: P cm is equal to C+Si/30+Ni/60+(Mn+Cr+Cu)/20+Mo/15+V/10+5B and is less than or equal to 0.26 percent. A production process for controlling a rolling process in two stages of an austenite complete recrystallization region and an austenite non-recrystallization region,forcedly cooling on line and tempering is adopted, a parent metal steel plate is tempered at 680DEG C, can still maintain the stability of textures and performance, and has the tensile strength above780MPa.
