The invention relates to a method for manufacturing a high-resistance paper packaging material. The method comprises the following steps of: printing on the front side of common paper serving as a base material; coating a bonding agent A on the back side of the common paper; then bonding the common paper with a polyethylene terephthalate (PET) layer; coating a bonding agent B on the surface of the PET layer; and pressing at the temperature of between 95 and 120 DEG C to obtain the finished product. Compared with the prior art, the paper packaging material has the advantages of high anti-tearing property, certain anti-theft function and the like.
