The present invention relates to a power control device which is applied to an energy harvesting system. The power control device comprises: a self-start unit including a voltage multiplier circuit and an oscillation circuit to generate a start voltage to start a power management device in a first start section based on an input voltage applied to an input node from an external thermoelectric element; a boost converter unit to alternately charge the start voltage and an output voltage applied to a load during a second start section connected to the first start section within a preset start voltage range, and charge only the output voltage during an operating section connected to the second start section; a control unit which is started by the start voltage, and controls drive of the self-start unit and drive of the boost converter unit based on a level of the start voltage; a voltage charging unit including a start voltage capacitor to store the start voltage and an output voltage capacitor to store the output voltage; and a common inductor which is connected between the input node and a common input node of the oscillation circuit and the boost converter unit, operates as a part of the oscillation circuit during the first start section, and operates as a part of the boost converter unit during the second start section and the operating section.
