The present invention discloses an electrode lead dioxide and titanium-based method for preparing a modified chromium-doped strontium titanate, and the electrode comprises a base plating layer, the substrate is a titanium substrate, the coating modifying a chromium-doped strontium titanate lead dioxide composition, coating chromium-doped strontium titanate in an amount of 5-12 wt%, coating thickness is 0.2-1 mm, the lead dioxide is a β-PbO2. By modifying Cr-SrTiO3, so that the resulting electrically deposited β-PbO2 grain refinement to improve its electrocatalytic properties. Moreover, Cr-SrTiO3 modified titanium PbO2 visible light response can be had in the visible effect, degradation of organic matter through the photoelectric synergistically improve the utilization of sunlight.
