The one having an adjustable flow guide vane angle; the temperature detecting unit for obtaining one of the electronic devices inside the first region and a second region of one of the temperature difference; and a control unit for the guide vanes in accordance with setting the flow temperature difference above the angle of the guide vane. Flow heat dissipation device according to the present invention enables effective heat dissipation. Further, the present invention also provides a method of cooling flow.
