当前政府绩效管理的分析及启示 Analysis and Enlightenment of Current Government Performance Management

本文主要是对国内主流学者的观点进行了梳理和分析,指出在当前的政府绩效管理中存在着绩效管理理念落后,绩效管理体制束缚性强,绩效管理职能错位和绩效评估低下等问题。在绩效管理改善的过程中,我们可以借鉴新公共管理模式,强化以绩效评估为基础的危机管理等方式来对目前的政府绩效管理进行创新和改善。 This paper mainly analyzes the viewpoints of mainstream scholars in China, and points out that there are some problems in the current government performance management, such as the backwardness of performance management concept, the strong constraints of performance management system, the dislocation of performance management function and the low perfor- mance evaluation. In the process of improving performance management, we can learn from the new public management model and strengthen the performance evaluation based on crisis mana- gement, to improve and innovate the current government performance management.
