Short message service implementation system and sending and receiving method

The invention provides a short message service implementation system and a sending and receiving method. The message service implementation system comprises user equipment (UE), an evolved packet system (EPS) network and a short message sub-system, wherein, the UE is used for sending and receiving short messages by the EPS network after accessing to the EPS network; the EPS network is provided with a short message interactive interface for forwarding the short messages to the short message sub-system after receiving the short messages which are sent by the calling UE, and forwarding the short messages to the called UE after receiving the short messages from the short message sub-system; and the short message sub-system is used for receiving and storing the short messages which are sent by the UE through networks including the EPS, and sending the short messages to the EPS network if the called is found in the EPS network. The system is provided with a short message interactive interface by the EPS network so that a user can perform short message services in the EPS network.
