Du cyberespace à la datasphère. Enjeux stratégiques de la révolution numérique

EnglishThe digital revolution, an offspring of the massive adoption of information technologies and of the global interconnexion of information and communication systems, has fast accelerated over the last two decades. It has provoked a profound disruption of social, economic, and political practices in our human societies that has proven more far-reaching than the invention of writing and printing ; it has also grandly changed the strategic environment and the way powerful countries measure and confront each other today. We have decided to introduce the notion of datasphere in this issue, as it covers – in one notion – the strategic issues pertaining to cyberspace, and more largely the different dimensions of the digital revolution. It more forcefully apprehends the current and coming concerns linked to the interconnection of digital technologies and data in a world increasingly governed by algorithms and artificial intelligence – the power of both being augmented by quantum computing. Here, we have brought together, among others, a number of researchers working for the Geopolitics of Datasphere project, a research and training center dedicated to geopolitical and strategic issues related to the digital revolution and led by a team from the French Institute of Geopolitics, at the University Paris 8. francaisLa revolution numerique provoquee par l’adoption massive des technologies de l’information et l’interconnexion mondiale des systemes d’information et de communication a connu une acceleration fulgurante au cours des deux dernieres decennies. Elle a entraine un bouleversement profond des pratiques sociales, economiques et politiques des societes humaines, plus important encore que les ruptures engendrees par l’invention de l’ecriture et de l’imprimerie, et qui transforme egalement en profondeur l’environnement strategique et la maniere dont les grandes puissances se mesurent et s’affrontent desormais. Dans ce numero, nous avons choisi d’introduire la notion tout juste emergente de datasphere, qui englobe dans un meme concept les enjeux strategiques lies au cyberespace et plus generalement a la revolution numerique. Elle permet de mieux apprehender les defis presents et a venir d’un monde a la dependance croissante aux technologies et aux donnees numeriques, et de plus en plus gouverne par les algorithmes et l’intelligence artificielle, dont la puissance promet d’etre demultipliee par l’ordinateur quantique. Ce numero reunit – entre autres – un grand nombre d’auteurs issus de l’equipe du projet Geopolitique de la datasphere, un centre de recherche et de formation dedie a l’etude des enjeux geopolitiques et strategiques de la revolution numerique, porte par l’equipe de l’Institut francais de geopolitique de l’universite Paris 8.
