Managing the Highway System

There is a general feeling that increased emphasis on highway management is a promising approach to dealing with a series of apparent issues and trends: The inflating costs of substantial additions to the existing highway system; The continuing public desire for relief from growing traffic congestion; and the interest in low-cost solutions which capitalize on the underutilized potential of the existing highway system. Many public agencies have been developing management programs which respond to these issues. This paper is an overview of some of the management techniques that are being effectively implemented.
