Incidencia de la capacidad institucional de los municipios con zonas de interés de desarrollo rural, económico y social como determinante del desarrollo rural integral

Abstract: During the government of Juan Manuel Santos, a compression of the Colombian countryside was officially consolidated as a phenomenon that needs to be planned and executed with an integral approach. Finally, this vision was materialized in the Peace Agreement with the so-called Integral Rural Reform (RRI). Simultaneously with the RRI, the Law ZIDRES was made by the Senate, as a law for the agrarian development of macroeconomic dimension that grants vast extensions of land for its industrialization and exploitation, in exchange for investments and social, cultural and economic benefits for communities. The Law ZIDRES and the RRI are two proposals in progress that need territorial entities that formulate, implement, control and evaluate it, in other words, a high institutional capacity. Therefore, the purpose of this study is to analyze the impact of institutional capacity in the implementation of the ZIDRES Law, and to conclude if it is possible to achieve an integral development of the Colombian countryside through the implementation of the ZIDRES in conjunction with the RRI.
