The Skeleton,Characteristics of Modern Japanese Marine Economic Development and the Implications for China

Since the modern times,Japanese marine economic development experienced the process from the passive development to the active practice,and till the standstill and adjustment. The Japanese government continued to strengthen the sustainable exploitation of the ocean,especially after the Meiji Restoration. With the double functions of the special structure of resource endowment and the stimulation of the national strategy of external expansion,Japan relied on the marine resources to promote the formation of modern industrial system,and actively reformed the industrial layout and organization by virtue of the national integrative power. Thus the marine economy developed rapidly and became one of the marine powers in the world in a short time. In face of the critical period of implementing Chinese marine power strategy in the near future,it is necessary to draw on the useful experience of modern Japanese marine economic development,popularize the ideas of marine development,and emphasize the overall strategic balance of marine economic development. Meantime it is suggested,with the exploitation and use of marine resources,to promote the coordinating development of marine-land industries,strengthen the construction of marine infrastructures,as well as increase the investment in the marine technology and talent education.
