By 1960 the documents and pronouncements that flowed from President Eisenhower's White House Conference on Aging had given vigorous emphasis to the proposal that access to health care should be among the basic rights of all citizens. The recommendation had especially great appeal because it came at a time when elements of the nation were beginning to reassess its value system. A few voices cautioned against the adoption of this public policy because of the possibility that its adoption would only serve to ignite expectations without, at the same time, providing assurance that such expectations might reasonably be met, but . . .
