Study on correlation between the government procurement policy and the related implemented rules

The paper studies the problems of the government procurement policy and its implemented rules by using policy investigation and correlation analysis methods,and proposes suggestions to improve the government procurement policy and the implemented rules.Firstly,defining the certification and evaluation criteria of the indigenous innovation products.Secondly,formulating implementing regulations of the "PRC Government Procurement Law".Thirdly,establishing a special fund of the government procurement,and support financial departments at all levels of government subsidizing enterprises especially state-owned firms and budgetary units which purchasing the indigenous innovation products and technologies a certain percentage of compensation funds according to price difference.Fourthly,establishing a quick updating mechanism of Catalogue of Indigenous Innovation Products.Fifthly,increasing the proportion of subsidy-based procurement.Sixlly,increasing the punishment strength on purchasers who don't purchasing the indigenous innovation products.Seventhly,expanding the government procurement policy scope to the non-service innovation products and technologies.
