GIS map based dynamic situation plotting system and method

The invention discloses a GIS map based dynamic situation plotting system and method. The system automatically performs plotting according to an event, so that the problem of low manual plotting efficiency is solved. An event source, a vehicle or other materials and allocating routes are dynamically plotted. According to the plotting system and method, storage statistic analysis is performed on submitted data, an influenced range and an optimal route are analyzed according to the type and hazard grade of the event, an emergency situation map is automatically generated, and arrival time of each team and vehicle is visually estimated, thereby providing various allocating route evaluation choices for emergency disposal; a first-aid repair situation is displayed completely, comprehensively, accurately and timely by using rich plotting languages such as graphs, symbols and the like; and a notice and an instruction are sent to participation unit personnel in a picture form to timely know the development of the whole situation, and the center instruction is executed.
