The utility model belongs to the field of chemical production devices and provides a device for producing chlorinated rubber with the mass fraction of chlorine higher than 65 percent by a water-phase method. The device comprises a polymerization reactor, a filter, a spray drying tower, a solvent recovery column, a stripping drying tower, cyclone separators (a first cyclone separator and a second cyclone separator), a bag-type dust collector and a storage bin; the polymerization reactor is connected with a feed opening of the spray drying tower through the filter; a discharge opening of the spray drying tower is connected with a feed opening of the first cyclone separator; a discharge opening of the first cyclone separator is connected to an input port of the stripping drying tower; an air outlet of the first cyclone separator is connected with an input port of the solvent recovery column; an output port of the solvent recovery column is connected to the feed opening of the spray drying tower; an output port of the stripping drying tower is connected to a feed opening of the second cyclone separator; an air outlet of the second cyclone separator is connected to the bag-type dust collector; a discharge opening of the second cyclone separator is connected with the storage bin; and an air outlet of the bag-type dust collector is connected with the input port of the solvent recovery column.
