User plane move location method based on safety

This invention discloses a location method for safety plane shift of users, in which, H-SLP receives a location requiring information to target SET sent by SUPL agent and begins locating to SET to get the position information of the target SET then sends said information to a third party customer end to meet the needs for informing the target SET position information to the third party customer end to further expand the application sphere of the SUPL.
