Agentes temporários: uma análise conceitual-histórica desses profissionais na polícia militar de Santa Catarina

With the edition of Federal Law n. 10029/2000, States and Federal District were authorized to institute voluntary administrative work and auxiliary health and civil defense work at Military Police and Military Firefighter. However, some details were discussion objects, such as the legal nature of these agents and its work and previdenciary condition. This work has as objective to realize a conceptual-historical analysis of these temporary agents at Military Police of Santa Catarina, showing which is the treatment given to this question, because of the importance of these contributors and the need of its correct using to avoid future problems. For this, it was made a review of the corresponding legislation, analysing which are its main aspects, controversial and polemic points, and demonstrating its historical evolution and future perspectives. In the end, it was made an analysis about the efforts used by military state institutions to maintain and adapt the temporary agents to the current scenery. It were used applied research and documental exploratory and bibliographic research, with the use of deductive method. It was concluded that the understanding change about legal nature of temporary agents had a lot of consequences, making necessary changes on legislation, among time, to adapt to the current scenery. This study allows to identify the general context about temporary agents and contributes with informations about future perspectives, like legislative proposals that could be ruling soon.
