The present invention provides a low-temperature SCR A graphene supported titanium-based core-shell structure of sulfur-resistant catalyst and its preparation method. The catalyst is first MnOx-CeO2 nanoparticles of TiO2 core and a shell structure composed of core-shell composite nano MnOx-CeO2 @ TiO2, then MnOx-CeO2 @ TiO2 graphene complexed titanium-based core-shell structure composed of graphene load a catalyst size range of about 20 to 200 nm, wherein the molar ratio of core-shell structure nano MnOx-CeO2 @ of Mn, Ce and Ti three elements TiO2 0.05 to 1: 0.05 to 1: 1, and graphene nano-carrier core shell structure mass ratio of MnOx-CeO2 @ TiO2 is from 0.01 to 0.6: 1. The present invention first a titanium-based core-shell structure constructed of graphene load by means of special physical and chemical properties to protect the core-shell catalyst site catalyst, to reduce the accumulation means graphene ammonium salts, thereby enhancing the resistance to sulfur capacity of the low-temperature denitration catalyst.
