О n the basis of statistical data, the process of establishing a postgraduate training system in the vocational education system of Ukraine during the 20th century is considered. Various aspects of the institute’s postgraduate work are highlighted against the background of educational public policy of the second half of the 20th century and features of the development of graduate school during 1990-2000. The most attention is focused on the role of the professional environment of higher technical schools in the training of scientific personnel. The factors that led to the accumulation of a group of negative trends in the work of postgraduate study and certification of scientific personnel have been investigated.
