Comprehensive hierarchy and method for urban distribution system evaluation

This paper proposes a practical comprehensive hierarchy and method for urban distribution system evaluation on the basis of modern systematic and quantitative comprehensive evaluation theories. First, analytic hierarchy process (AHP) is combined with Delphi to establish the hierarchy; next, by means of fuzzy membership function, the scoring standard system is constructed; then, traditional problem analysis method is improved by a comprehensive one. The result contains overall and individual indices, e.g. substations and feeders with most problems are listed. Software has been already implemented in Beijing Electric Power Corporation, China. Through an interface with AM/FM/GIS, engineers can use this system to perform overall evaluation conveniently. (7 pages)
