This chapter addresses planning, management, and conduct of activities during the period of transition from the cessation of operations of a nuclear facility to the beginning of final decommissioning. Management of this phase of the facility life cycle is as a project, compared with the production mode of the operations phase. The subjects addressed range from strategic planning to execution for a transition project. Particular emphasis is on creating detailed specifications for the technical and administrative conditions to be achieved that define the completion of the transition project.
