After user terminal authentication passes or when user information of a user terminal is changed, an AAA server sends user information comprising authorization information of the user terminal to a service control server corresponding to the user terminal. The service control server controls a user terminal service strategy according to the user information. A realization process is simple and expansion is easy to achieve. Processing efficiency can be increased and pressure of the service control server is reduced. Simultaneously, in the above scheme provided in the invention, the AAA server can individually issue a user message to the service control server and does not require that an authentication server exists. A wide application can be provided. A flexible service development mode is provided for an operator and processing efficiency can be further increased.
