The invention provides an environmental-protection refrigerating air conditioner using 2,3,3,3-tetrafluoropropene, capable of ensuing the oil return property of a compressor and reducing the leakage current value using the independent 2,3,3,3-tetrafluoropropene refrigerant or the mixing refrigerant of the 2,3,3,3-tetrafluoropropene refrigerant and difluoromethane, characterized in that: the independent 2,3,3,3-tetrafluoropropene refrigerant or the mixing refrigerant of the 2,3,3,3-tetrafluoropropene refrigerant and difluoromethane is sucked and compressed by a closed electric compressor, the heat of the refrigerant discharged from the compressor is radiated by a heat exchanger, the pressure of the refrigerant from the heat exchanger is reduced by a pressure reducer and the heat of the reduced-pressure refrigerant from the pressure reducer is absorbed by the heat exchanger to perform the refrigerating cycle and the refrigerator oil of the closed electric compressor uses the refrigerator oil which is not separated from the refrigerant in the range of -40--80 DEG C.
