Abstract 15890: Medicaid Expansion and Hospitalization for Ambulatory Care Sensitive Conditions Among Adults With Diabetes

Background: Increased access to care through Medicaid expansion may reduce the number of hospitalizations for ambulatory care sensitive conditions (ACSCs), including acute preventable complications of diabetes (APCD) and cardiovascular conditions (CVCs). Methods: We examined Healthcare Cost and Utilization Project State Inpatient Databases from 2013 (pre-Medicaid expansion) and 2014 (post-Medicaid expansion) for 13 Medicaid expansion and 4 non-expansion states. We compared changes in proportions of hospitalizations for ACSCs, including APDC (uncontrolled diabetes, ketoacidosis, hyperosmolarity, diabetic coma and hypoglycemia) and CVCs (hypertension, heart failure and angina) among US adults aged 18-64 with diabetes using a difference-in-differences analysis adjusted for state fixed effects.
