The present invention relates to a water treatment system for treating raw water with high turbidity and high algal, and more particularly, to a water treatment system effective for treating raw water with high turbidity and high algal through a first treatment using a submerged organic membrane and a second treatment using a pressurized inorganic membrane. The present invention provides a water treatment system comprising a raw water tank (100), a coagulation tank (200), a submerged membrane filtration tank (300), a pressurized membrane filtration tank (400), and a treated water tank (500). Also, the present invention provides a water treatment system characterized in that the submerged membrane filtration tank (300) includes a membrane-filtration reaction tank (301), an absorption-type membrane-filtration part (320), and an absorption unit (330). Also, the present invention provides a water treatment system characterized in that the pressurized membrane filtration tank (400) includes a pressurization unit (410), and a pressurized-type membrane-filtration part (420). Also, the present invention provides a water treatment system characterized in that the submerged membrane filtration tank (300) uses an organic membrane and the pressurized membrane filtration tank (400) uses an inorganic membrane.
