Family planning manpower development: summary recommendations and training work plan developed for USAID/Morocco.

Conclusions and recommendations for training in the Moroccan health/family planning system which reflect the new focus on community-oriented services are set forth. A phased plan is proposed whose implementation will depend on evolving government training policy administrative reorganization of the training function analysis of each health position and identification of responsibilities availability of supportive training resources and other factors. The training to be provided would produce in-country capability to plan manage and evaluate cost-effectiveness of family planning programs at the administrative level and to carry out and evaluate these programs at the service delivery level. Long term out-of-country training is proposed for skill development in program planning implementation and evaluation training and organization development; out-of-country short term training is proposed to provide opportunity for appropriate staff to acquire specific skills in critical program areas to complement national-level training in specialized areas and to broaden the scope of experience through third-country observational travel and discussions; and short term in-country training is proposed to reorient personnel to the new philosophy of preventive and community-focussed services to update skills and knowledge and to develop manpower capability. Details of areas of training suggested institutions and dates number of trainees and categories of personnel to be involved are presented.
