The invention relates to the technical field of thin film transistor liquid crystal display and discloses an array substrate and an OLED (organic light emitting diode) display device. The array substrate comprises a thin film transistor substrate and a plurality of driving chips, wherein the thin film transistor base plate comprises a transparent substrate and a plurality of pixel units, and the pixel units are arranged on one surface of the transparent substrate; and the driving chips are arranged on the other surface of the transparent substrate and are used for transmitting signals to the pixel units. The array substrate and the OLED display device disclosed by the invention have the following beneficial effects that the driving chips are arranged on the bottom of the thin film transistor substrate so that more driving chips can be placed in the limited space of the interior of the OLED display device, the driving chips have the large enough driving force to drive the pixel units and the brightness of displayed frames of the OLED display device is more uniform.
