The invention relates to a bulb-shaped lamp and a luminaire. According to one embodiment, the bulb-shaped lamp (10) includes a light source unit (25), a plurality of substrates (12), a substrate holding member (13), and a globe (11). The respective substrates (12) hold light source units (25). The substrate holding member (13) has thermal conductivity and an insulating property and holds the respective substrates (12). The globe (11) is thermally connected to the substrate holding member (13). The cap (14) is positioned on one end side of the globe (11).
