Factors Supporting Successful Implementation of Diabetes Mellitus Screening Program at Primary Care Units in Narathiwas Province

This qualitative research aimed to study the factors supporting successful implementation of a diabetes mellitus screening program at primary care units in Narathiwas province, Thailand. The participants were recruited by purposive sampling. The participants were: 1) the directors and staff of the 4 primary care units located in 3 districts that reported the success of a Diabetics Mellitus screening test at more than 90% in 2011, and 2) health volunteers who work in the those areas. Data were obtained by in-depth interview, focus group discussion, tape-recording, and field notes from October 2012 to August 2013. The in-depth interviews were conducted with 8 personnel holding management and practice positions. Focus group discussions were held with 25 health volunteers. Data was also gained from a review of documents and records to ensure the trustworthiness. Data were analyzed by content analysis. The research findings showed that there are 10 factors supporting successful implementation of a diabetes mellitus screening program at primary care units in Narathiwas Province, Thailand: 1) Availability of database, 2) Sufficiency of equipment, 3) Appropriate budget, 4) Establishing screening program as per the institutes’ policy, 5) Carrying out performance analysis, 6) Staff awareness of the importance of the Diabetics Mellitus screening program, 7) Efficiency of personnel management, 8) Having a rapport and enhancing participation of local people, 9) Proactive screening and using appropriate methods with Muslim people in situations of unrest, and 10) Integrating screening program into the routine work. The findings of this study found the important factors in promoting the successful implementation of a diabetes mellitus screening program at primary care units in Narathiwas province. This provides a guide for health personnel with the aim of accomplishing efficient Diabetes Mellitus Screening
