An Analysis of Establishment Processes of Community Bus Systems in Takachiho Town from the View Points of Planning Theory

This paper aims to evaluate the planning processes for redeveloping bus service and to establish community bus systems in depopulated areas. The planning and redeveloping processes were done by seven administrative officials of Takachiho Town. The community buses are operated by the cooperation of the town government and residents and collect steady passengers.The results are shown as follows: 1) their planning processes adequately follow to a planning theory, 2) the profits and losses of all bus routes are simulated in detailed, and 3) they solved some issues and problems for publicly-operated enterprise which were pointed by some researchers.
