Нормативно-правове та організаційне забезпечення інтелектуалізації управлінських процесів у діяльності органів публічної влади

The article analyzes the approaches to the reform of the regulatory and legal system of Ukraine on the intellectualization of administrative processes in the activity of public authorities. The paper defines legislative initiatives and concepts that determine the main direction of Ukraine in the digital transformation of the activities of state institutions, the organization of electronic document circulation and Internet interaction of public authorities, representatives of business structures and citizens of Ukraine.Based on the research, the author has identified the factors contributing to the reform of the system of public authorities: the development of the Internet, technological advances in the field of science and technology, the need to change the traditional system of activities of public authorities in connection with the processes of globalization and integration into the European community. Regulatory documents that have been implemented in Ukraine have been identified in order to bring the activities of public authorities closer to effective and transparent intellectual management.Public administration is an indispensable part of the organization of the activities of the state and authorities, which cover territorial, regional, local state institutions, public organizations, other civil society actors. In the XXI century. implementation of public administration is focused on reforming the activities of public authorities on the use of the latest technological advances, the introduction of which should improve the interaction between state institutions, citizens of Ukraine, and increase the efficiency of the overall apparatus for managing government structures in the country.With the development of Internet technologies, management decisions cannot be based solely on traditional methods, since their ability to analyze and predict is limited compared to the latest advances in science and technology. Intellectualization of governance is of particular relevance for public authorities, which ensure the fulfillment of the tasks of the state at the central and regional levels. Due to the orientation of modern public authorities on the introduction of intellectual technologies, the way of interaction between the state and citizens of Ukraine is changing in their activities. Intellectualization of public administration needs to be changed at the legislative level, since the directions of informatization and digitization in public authorities should be reflected in the general strategies and documents of the state.At the beginning of 2018, the Government of Ukraine approved the "Concept of development of the digital economy and society of Ukraine for 2018-2020 and approval of the plan of measures for its implementation". The purpose of the Concept is to support and implement the Digital Agenda of Ukraine 2020 (Digital Agenda of Ukraine 2020). The main areas of the Concept are the regulatory and organizational support for electronic document management; the development of the digital economy; export of digital technologies; enhancing the digital competence of society and others.,Approval of the Concept is in itself an unprecedented phenomenon for Ukraine, since by this decision the Government of Ukraine has outlined digitization as a necessary round of economic and public development in the country. In the process of implementing the program, a number of components have been identified that are necessary for Ukraine's transition to digital society:(1) updating the regulatory framework governing the use of modern technologies;(2) developing skills to use digital technology both by public entities and by citizens of Ukraine;(3) creation of accountable institutions that will make full use of Internet technologies, electronic data and other web resources.The development of digital governance is changing the public's perceptions of governmental governance mechanisms, the interaction of government and citizens, electronic document management tools that, in the aggregate, will create transparency and efficiency in public administration. In spite of numerous researches of the principles of informatization of public administration in Ukraine, technologies are constantly updated and improved, therefore the question of their use and the need for introduction by modern institutes of state power needs research.The introduction of governance intellectualization in Ukraine faces a number of problems with regulatory support related to electronic information storage processes and the bureaucratic system in the public authorities themselves. This problem is actualized in connection with the signing of the Association Agreement between Ukraine and the EU, since it requires Ukraine to reform the legal and e-governance standards in line with the requirements of the EU.The documents adopted by the Government of Ukraine on the digitization of society form the basis for the transition of public authorities to the active use of innovative technologies in their activities and interaction with citizens of Ukraine, which in turn forms a new paradigm of public governance - the intellectualization of state-administrative processes. The formation and development of digital infrastructure and integration into the global information society are prerequisites for sustainable development of the country. In such circumstances, in order to successfully transform the activities of public authorities, Ukraine must ensure that legislative and organizational changes are made that bring the country's public administration system closer to world standards. These changes should take place gradually and be aimed at improving the state apparatus of Ukraine.
