Implementing educational reform - the experience of Botswana, 1994-1999

In 1992 the President of Botswana established a National Commission on Education which undertook a comprehensive review of the country's education system. The Commission submitted its Report in 1993. On the basis of the Government's response to the Report, the National Assembly in 1994 approved The Revised National Policy on Education. In this article, Frank Youngman, a member of the Commission from the University of Botswana, interviews lakes Swartland, the Co-ordinator of the Revised National Policy on Education in the Ministry of Education in the period 1995-2000. The article discusses the experience of implementing the policy in the period 1994-1999 from the perspective of the Government official primarily responsible. Through the consideration of this experience, it provides insights into issues in the implementation of educational reform.
