NCHRP HIGH OCCUPANCY VEHICLE (HOV) SYSTEMS MANUAL

The National Cooperative Highway Research Program (NCHRP) sponsored the development of the high occupancy vehicle (HOV) Systems Manual. The purpose of the manual is to provide a comprehensive guide encompassing policy considerations, planning, designing, marketing, implementing, operating, enforcing, and evaluating various types of HOV facilities. The manual also identifies and recommends additional research needs related to HOV systems. As an NCHRP project, the preparation of the HOV Systems Manual was guided by a panel comprised of individuals from state departments of transportation, federal agencies, consulting firms, and the Transportation Research Board. The Texas Transportation Institute, Parsons Brinckerhoff, and Pacific Rim Resources, Inc. were selected to conduct the research and to develop the Manual. This paper summarizes the major activities conducted as part of the project. An overview of the contents of the Manual is provided, along with a discussion of the implementation and updating process. Information is also provided on ordering the Manual from NCHRP.
