Tracking area updating device, system and method

Provided are a tracking area updating device, system and method. A user equipment, as a tracking area updating device, acquires first information, wherein the first information is used for determining a waiting time; if it is determined that a tracking area updating process needs to be performed, a processing module is in accordance with the first information, and the user equipment determines the waiting time; and after waiting for the waiting time, the user equipment sends a tracking area updating request message to a core network device as the tracking area updating device. On this basis, for a UE moving at a high speed, such as a UE performing communications under the condition of high speed railways, each UE is configured to wait for a certain time before performing a tracking area updating process, thereby avoiding a signalling storm caused when a UE intensively triggers a tracking area updating process within a short time and thus avoiding network congestion.
