The method includes the steps that first, first user subscription information serving as the switching target is downloaded by the eUICC; second, if the eUICC receives a notification for an emergency communication event before activating the first user subscription information, it is judged that the first user subscription information is already downloaded; if the first user subscription information is already downloaded, the third step is executed; if the first user subscription information is being downloaded, downloading is made to pause, and then the third step is executed; third, currently activated second user subscription information is deactivated by the eUICC, pre-stored third user subscription information for providing the emergency communication service is activated and locked for use; fourth, after emergency communication is completed, the third user subscription information is deactivated by the eUICC; the downloaded first user subscription information is activated. Through the embedded universal integrated circuit card and the user subscription information switching method and system, it can be guaranteed that emergency communication is not influenced by the eUICC switching process.
