Subsídios para a elaboração de políticas de gestão de coleções de livros eletrônicos: Uma proposta para as bibliotecas universitárias federais brasileiras

This qualitative research seeks subsidies for the elaboration of a collection management policy for electronic books, for Brazilian federal university libraries. In literature review found in the years of 1980 the term collection management. This term includes the traditional functions of collection development; besides others such as, collection maintenance, fiscal management, user liaison, resource sharing, according to the Cogswell model (1987), and their aspects related to electronic collections. It lists the reasons why the term is more appropriate for the current scenario: the lack of budget, the beginning of the implantation of new technologies of the information and the communication in the libraries, and the changes relative to the nature and use of the collections. It carries out survey of collections development policies of the 63 Central Libraries, or of Libraries Systems, of the Brazilian Federal Universities, available in line. It identifies 18 policies, 15 with some aspect related to ebooks. It correlates these 15 policies with the e-book portals of these 15 universities. It compares the results obtained in the empirical field with the theoretical model created from the literature review. It proposes subsidies for model of collections management policies for electronic books in federal university libraries, with the following elements: Introduction; general and specific principles; relationship (which includes internal and external relationship program, with personalization); fiscal management (highlights: fundraising and negotiations); selection; acquisition; maintenance (implementation, preservation, digitization, analysis and weeding); sharing and review
