The author proves the necessity to found the concept of person''s general culture formation in his early youth and it''s considered to be one of the most important ways of individual development and vocational high school education. Person''s general culture is formed under the condition of teaching arrangement which turns to be a socializing education and forms the operant behavior. It lets a person to change himself and his impact on the environment.
