The action detection unit (11) detects an action which is performed by a person. The state information detection unit (12) detects a state of an environment which includes the person. The situation change detection unit (13) detects a change in the state of the environment which includes the person, said state having been detected by the state information detection unit (12). For the action which has been detected by the action detection unit (11) and the situation change which has been detected by the situation change detection unit (13), the co-occurrence relation extraction unit (14) extracts the action and the situation change which co-occur temporally or spatially as a set in which a co-occurrence relation exists.
